THE FUNCTIONING SPECIFICS OF THE STATE AGRICULTURAL SUPPORT SYSTEM IN THE REGIONS OF THE RUSSIAN FEDERATION AT EMERGENCY SITUATIONS

Abstract

Background. At present time, the support and development system of the agroindustrial complex of the Russian Federation is being implemented as part of two targeted departmental subprograms of the state program for the development of agriculture and regulation of agricultural products, raw materials and food markets for 2013–2020 in the direction of classical insurance of risks for agricultural producers and by direct compensation for the damage caused to agricultural producers from the federal budget as a result of the impact of emergency sit factors natural rations. In theory, the existing two support subsystems should interact and organically complement each other in a natural emergency mode. However, in practice, the system of direct support of regions from the federal budget largely replaces classical agricultural insurance, creating at the level of individual subjects of the Russian Federation prerequisites for reducing interest in concluding insurance contracts. The aim of the study is to identify the main factors that can have a significant impact on the development and adaptation of the combined support model of the agroindustrial complex of the Russian Federation on the basis of state support and classical agricultural insurance.
Materials and methods. The priority in the framework of this study is a comprehensive analysis of the factors affecting the possibility of organic development and the effectiveness of the functioning of the two-component system of agricultural support in the regions of the emergency mode. This requires an assessment of the possibility of adapting the existing system of direct support of regions from the federal budget to changes in the agricultural insurance system with state support in the paradigm of gradually moving away from the concept of a single regional subsidy. An objective assessment of the level of functional and institutional readiness of the state support system for agricultural insurance for upcoming changes is important. The study is based on a critical assessment of the quality of the functioning of the state support system for agriculture in accordance with the provisions of the Federal Law of July 25, 2011 No. 260-FZ “On State Support in the Field of Agricultural Insurance and on Amendments to the Federal Law “On the Development of Agriculture” based on a comparative analysis of statistical data on the actual volume of insurance services rendered and agricultural development indicators in the Russian Federation with planned values laid and the state program of state support.
Results. The study conducted a comprehensive assessment of the level of mutual influence and the overall effectiveness of the interaction between the two areas of state support for agricultural producers in case of damage from the effects of natural factors – subsidies for agricultural insurance and direct assistance from the federal budget when the Russian regions declare an emergency. The analysis revealed the negative impact of direct assistance from the budget (regardless of the coverage of the disaster region by insurance) on the activity of regional authorities in the intensive development of the classical agricultural insurance system. It is common practice to send regional funding of agricultural development programs to the regions for concessional lending and other areas to the detriment of direct insurance. At the same time, the regional authorities, under the intensive influence of factors formally falling under natural disasters, declare an emergency mode in order to receive compensation for the damage received from the federal budget beyond the scope of the opportunity to develop an agricultural insurance system with state support.
Conclusions. Based on the study, it was concluded that there is an insufficient high level of readiness of the system of two-component state support for agriculture as the main tool for resource and institutional support for the agricultural support program in the regions under the intense influence of natural disasters. There is an obvious need for further adaptation of agricultural insurance to the new realities and priorities of agricultural development and a change in the procedure for providing state support to farmers in case of emergency. The amount of compensation for damage from the federal budget to the constituent entity of the Russian Federation must be linked to activity on the conclusion of agricultural insurance contracts. The analytical base formed during the work serves as a quality material for further study by the target working group, which will be formed at the highest government level to summarize the implementation of Strategy 2020 and develop new priorities for the development of certain areas of the national economy for the medium term.
